CPDC publishes expanded proposals for a Consultative Body to support the Cyprus peace process

Building on the leaders’ July 2025 common understanding on establishing a consultative body for civil society engagement, the updated proposal sets out a two-tier structure comprising a Standing Civic Advisory Council and a Rotating Civic Assembly, selected through professional random sampling. The newly published paper goes beyond the initial concept by specifying how such a body could practically support the peace process: by designing a structured deliberative process, providing fast and evidence-based feedback to negotiators, developing constructive fallback mechanisms (backstops), and offering pre-agreed deadlock-breaking options when negotiations stall.

The proposals are also compatible with ideas and suggestions that have been floated publicly in recent days regarding ways to unblock and strengthen the peace process. The aim is to enhance procedural legitimacy, reduce political risk, and support
